Campus Security Authorities (CSA)
Who are Campus Security Authorities?
Campus Security Authority (CSA) is a Clery-specific term that encompasses four groups of individuals and organizations associated with an institution.
- Members of the Baylor Police Department.
- Any individual or individuals who have responsibility for campus security but who do not constitute a campus police department. This group includes individuals who monitor access into a campus facility, non-police staff who provide security services on a full-time or part time basis. Examples would include the Campus Living and Learning Safety and Security Educational Officers and Desk Attendants; Moody Library security staff, and contract security who work events on campus.
- Any individual or organization specified in an institution’s statement of campus security policy as an individual or organization to which students and employees should report criminal offenses.
- An official of an institution who has significant responsibility for student and campus activities, including, but not limited to, student housing, student discipline and campus judicial proceedings. An official is defined as any person who has the authority and the duty to take action or respond to particular issues on behalf of the institution. Some examples of CSA’s in this category include, but are not limited to: academic deans; student affairs / residential life officials; coordinator of Greek affairs (or related positions); athletic administrators including director, assistant directors and coaches; student activities coordinators and staff; student judicial officials; faculty and staff advisors to student organizations; student advisors.
Who is not a CSA?
The following non-CSA positions / functions include but are not limited to: faculty member without responsibility for student and campus activity beyond the classroom; physicians/nurses in the Health Center who only provide care; clerical or administrative support staff; cafeteria staff; facilities maintenance staff; information technology staff, licensed mental health or pastoral counselors, when acting within the scope of their license or certificate; and other like functions.
