University Grounds and Access Policy

The University Grounds and Access Policy establishes the fundamental principles for controlling access to all University-owned or controlled grounds and facilities. The purpose of this policy is to clearly outline the access procedures for all Baylor University Properties and to enhance campus safety and security, thereby fostering opportunities for student learning and community engagement for all individuals present on University property, including employees, students, affiliates, contractors, and guests.

The following are revisions that have been established according to industry best standards:

  • Policy Name and Scope Refinement: The title has been changed from "Access Control to University Grounds and Facilities Policy" to the more concise "University Grounds and Access Policy," indicating a slightly broadened focus on all campus grounds and not just facilities.
  • Formal Adoption of Mobile Credentials: The policy officially integrates mobile access by updating the "BU ID Card" definition to explicitly include a "mobile credential" (smartphone/watch access) and listing it as a primary authorized access method.
  • New Technology and System Terminology: The policy introduces and defines several new access control terms, notably replacing or formalizing the "Building Access Control Systems (BACS)" with the "Access Control Management System (ACMS)" for electronic security oversight.
