This report is published in accordance with Texas Hazing Law (Texas Education Code, Chapter 37, sections 37.151 through 37.158 and Chapter 51, section 51.936) and the Stop Campus Hazing Act (20 U.S.C. Section 1092(f)).

In May of 2019, the Texas Legislature passed an amendment to the Texas Education Code that changed reporting requirements for hazing occurring on or after September 1, 2019. The Texas Education Code requires that Baylor University, not later than the 14th day before the first class day of each fall or spring semester, publish and distribute a summary of the Texas Hazing Law and a list of organizations that have been disciplined for hazing or convicted of hazing on or off the campus of the institution during the preceding three years.
In December of 2024, Congress amended section 485(f) of the Higher Education Act (otherwise known as the Jeanne Clery Campus Safety Act) with the Stop Campus Hazing Act. The Stop Campus Hazing Act requires three primary components:
- Inclusion of hazing statistics in Clery annual security reports beginning in 2026,
- Implementation of hazing policies including hazing prevention, and
- Compilation of and publishing a Campus Hazing Transparency Report beginning in December 2025 and maintained for five calendar years from the date of publication.
