Policy on Hazing
The Baylor University Policy on Hazing describes the University’s definition of hazing, the scope of its proscription, and the institutional responsibilities for prevention, reporting, and enforcement.
Overview of Policy Changes:
- Incorporated new federal requirements from the Stop Campus Hazing Act (H.R. 5646) alongside existing Texas Hazing Law provisions, expanding compliance obligations to include federal reporting, prevention, and education standards.
- Expanded the scope of the policy to reference not only students but also faculty, staff, and other related individuals connected to Baylor or its affiliated student groups.
- Added detailed responsibilities for campus entities—such as the Baylor University Police Department, Clery Office, Compliance Office, and Student Activities—in collecting, reporting, and publishing hazing-related data in accordance with state and federal laws.
- Enhanced hazing prevention education requirements, introducing a two-tier training system for students, faculty, and staff, with targeted modules for higher-risk groups (Fraternity & Sorority Life, Performing Arts, Athletics) in alignment with federal standards.
- Expanded and clarified definitions and reporting obligations, including specific references to prohibited conduct, reporting channels, and required timelines for publication of the biannual Hazing Transparency Report and semester summaries.
- Added exclusions for legitimate educational, athletic, and research activities, ensuring clarity while maintaining broad protection against harmful practices.
